private desktop for each user

My friend has xp pro and was wondering how to make his user desktop private from everyone elses. whenever he adds/deletes shortcuts on his user desktop it adds/deletes the same shortcuts from the other user accounts. I personally never had to worry bout this since mine aways seemed to create private desktops by itself so i couldn't help him.

in c:Documents and Settings there are folder for each user and in each user folder there is a desktop folder. There is also a folder all users and there is also a desktop folder in there... all else is pretty self-explanitory
