Another update on this saga: I got the live version of Champions Online for Christmas. The flat terrain issue was resolved. The company did return the membership offers to the original state for the duration of the time span initially advertised (after the legal team looked at it I'm sure).
From my post in the feedback for the Christmas event in the game:

TOP 3 DISLIKES
1) The presents. I did not like that an idea from your previous property was so blatently re-used. I did not like that were "presents" EVERYWHERE with no explanation that I could find to show how or why they were EVERYWHERE. I did not like the idea that "presents" were the only event related item that a new player even had a chance to access (yes, my wife got the game for me as a present). I did not like it Sam-I-Am, though I may grind for green eggs and ham.
2) The grind to reward ratio with the "present" item turn-ins. It should have started at 5 of each for the first turn in and gone up on a curve from there with respectible rewards (and respectible means they should be useful in some manner no matter what your level or stats are).
3) No mission chains related to the event. For content that is very likely to be re-used on an annual basis it is well worth the effort to put in some real storyline missions. Save Santa, or stop Foxbat from burning down a warehouse full of Christmas trees, or even track clues to find out how all those presents wound up scattered EVERYWHERE.

Would I recommend this game after seeing more content? I'm 50/50 on that right now. While I am burned out on WoW for the time being and I am enjoying playing a superhero, there are some key game design flaws that I believe would turn off many people that I know who play MMO style games. There are "open missions" which in concept is great but tends to heavily favor DPS characters when it comes to rewards. The costume customizing and the extra costume slots at key levels are nice. It helps fill out the character growth from a roleplay aspect, or you can have different costumes for PvP, PvE, and SuperGroup get togethers.
All-in-all the game is decent, I just wished a few things would be fixed sooner rather than later.
